it does not mean that; God has willed human to select its message or deny it ; with consequence of course ; none of the creation has freewill and intellect that human posses so it will be judged accordingly to what abilities one posses

the verse mean its an entity which do as it wish ( which is right; just , balanced , truth) out of wisdom and since its independent of anything it can will at it wants ; but all the creatures are dependent on it ( and what they posses is not something they have worked for but given to them) so they will be questioned about what they have been given ( material; abilities; intellect etc)

also FYI ; Munafiq Muslims will also be in hell fire and in the lowest level ; we dont know ; only God is the best judge ; since it has the capability to know every thing ( actions and intentions)
