i guess you are confusing Islam and Muslim majority countries, none of the country claim they are following or have constitution which is based on Islamic principles of Justice ; they might have few legal laws which are Islamic .

Even if you have read Quran , hypocrites ( who accept Islam but does not act) will be at lowest level of hell fire ( of course God can only judge whose faith is true and whose not)
