Heaven and Hell are needed to provide necessary Justice, so for e.g one lives a pious life vs some one like Hitler who practice wrong deeds , does it make sense to have place where balance will be made, Life is a kind of a test we have been given choices and free will so despite world being in order Human can be agent of good or chaos ; but there actions are recorded and based on it they will ne judged
