Can liberals come up with a book , which says what is allowed and what is not to say , so its easier for non ones to abide by

In my small understanding , liberalism started in vengeance to Christianity ( where Pope tries to control and whole Reformation movement) that every one has their own truths which they want to pursue and we cannot organize those people into group ( since they have their own truth so they wont agree) so we come up with a nationalistic idea to bind people together; supposedly nationalism and liberalism will balance each other out into a state becoming authoritarianism but in reality it does not work that way
